This is a 20 Rials printed and issued to celebrate the country's 40th year of National Day. The British influence on Oman started in the late 18th century. Several treaties were signed between the two nations, in order to protect the British interest from the French and Dutch and in return for granting protection to the sultans. What I understand is that the British were never fully occupied Oman but had vast influence over the country's administration and defense. This note celebrates Oman's 40th year of full 'independence' from the British.
